Mission & Goals
The Working Group on Capacity-Enhancing Innovation is a multi-stakeholder initiative committed to improving the efficiency and resilience of European healthcare systems. Its goal is to promote the adoption of innovative solutions that optimise resources, enhance workforce capacity, and ultimately improve patient outcomes. By bringing together healthcare professionals, patient safety experts, hospital representatives, MedTech leaders, and other stakeholders, the Working Group aims to build consensus on how innovation can help address workforce shortages and system inefficiencies. The group develops and shares evidence-based, actionable policy recommendations to inform EU and national decision-makers on integrating capacity-enhancing innovations into health policy and practice.
EU Legislative Interests
The Working Group on Capacity-Enhancing Innovation (CEI WG) focuses on EU initiatives that shape the sustainability and capacity of healthcare systems. Its primary policy target is the European Parliament’s Own-Initiative (INI) Report on Addressing Healthcare Workforce Shortages, which directly aligns with the group’s mission to promote innovation as a driver of workforce optimisation. In addition, the CEI WG follows and contributes to policy discussions related to the Multiannual Financial Framework (MFF), the EU Biotech Act, the European Union of Skills initiative, and key health and industrial policy frameworks including the Medical Devices Regulation (MDR) and the Health Technology Assessment (HTA) Regulation. These policies are relevant to ensuring that innovation, skills development, and health system strengthening are integrated across EU policy priorities.
Communication Activities
The Working Group on Capacity-Enhancing Innovation communicates its activities primarily through its LinkedIn account and official website, where it shares updates and policy materials. The website currently features the group’s Call to Action and will soon include a compilation of best practices showcasing innovative solutions that enhance healthcare system capacity across Europe.

Additional Information
The Working Group was created in January 2025. The members endorsed the internal code of conduct in May 2025; therefore, from there we started to act as a working group. In the RPP Transparency Register, the name of the association appears in text as we are currently creating the Transparency Register for CEI.
