Mission & Goals

Bourges 2028 is the entity responsible for the preparation, coordination and delivery of Bourges’ European Capital of Culture 2028 programme. Its mandate includes the development of an ambitious artistic and cultural programme, the structuring of European cooperation projects, and the implementation of a long-term legacy strategy. The project aims to strengthen cultural participation, foster innovation in cultural and creative sectors, and position Bourges as a leading European laboratory for ecological transition, notably through low-carbon cultural practices and sustainable territorial development.

Communication Activities

Participation in meetings and exchanges with representatives of the European Commission, the European Parliament and regional representations to present the Bourges 2028 European Capital of Culture project, with a focus on European cooperation, cultural policies and ecological transition. Organisation and participation in institutional events and conferences at European level (including meetings in Brussels), aimed at sharing best practices and discussing the role of culture in the implementation of the Creative Europe Programme, the European Green Deal and the New European Bauhaus initiative. Preparation and dissemination of communication materials (presentations, project documentation, partnership proposals) to EU stakeholders, highlighting the project’s contribution to EU cultural, environmental and territorial policies. Engagement in networks and exchanges with other European Capitals of Culture and cultural stakeholders, in order to contribute to policy dialogue and cooperation dynamics at EU level.

Member Of

Bourges 2028 is part of the European Capitals of Culture network, engaging in regular exchanges and cooperation with past, current and future title holders. The organisation is also involved in partnerships and cooperation frameworks with European cultural institutions and stakeholders, in particular in the context of Creative Europe projects and cultural cooperation initiatives. At this stage, Bourges 2028 is not a formal member of specific European associations or federations but actively contributes to European cultural networks through its projects and partnerships.

Bourges 2028 is not a membership-based organisation and therefore does not have individual or organisational members. The structure is governed by a board representing its public institutional partners (including local and regional authorities and public stakeholders), in line with its mission to deliver the European Capital of Culture 2028. The organisation does not have affiliated entities in the sense of subsidiaries or controlled organisations.

Additional Information

The organisation is in a structuring phase following its designation as European Capital of Culture 2028. The funding model is predominantly public at this stage, with a gradual development of private partnerships through an endowment fund. A significant share of resources is allocated to preparatory activities, governance structuring, and programme development.
