Mission & Goals

Barleti University (UniBa) is a private institution of higher education in Albania founded and established in 2005 operating in full compliance with the Bologna Process. This university offers Bachelor, Masters, and PhD degrees as well as professional programs and trainings through the Barleti Testing and Training Center (BTTC). UniBa has pursued collaboration with local regional, and western universities aimed at fostering European cooperation in strategic areas of interest such as education sciences, psychology, economics, computer science, information technology, architecture, tourism, sports, and medical sciences and it has established cooperation agreements with with European University partners. In addition, students’ mobility in Bachelor and Master programs and the exchange of academic and administrative staff is helping effectively the internationalization process. EU Legislative Interests

Barleti University plans to join the EU’s Critical Medicines Alliance (European Commission’s Health Emergency Preparedness and Response Authority (HERA)). The main objective of the Alliance is to prevent and address shortages of critical medicines in Europe. The Alliance will bring together all relevant stakeholders, and work to strengthen cooperation between the Commission, national governments, industry, and civil society. It will identify the challenges, priorities for action, and possible policy solutions to the issue of shortages of critical medicines in the EU. The Alliance is a consultative mechanism that will also act as a network to accelerate the delivery of EU action in this field. The alliance will work to address major industrial challenges by: • Exploring how to diversify global supply chains through strategic international partnerships; • Boosting Europe’s capacity to produce and innovate in the manufacturing of critical medicines and their ingredients, in coordinated way; • Developing a common strategic approach to medicines stockpiling in the EU; • Helping to leverage and align EU and national funding to implement solutions to medicines shortages. In order to ensure a more resilient and secure supply of essential medicines in the EU and the Balkans, by joining the Critical Medicines Alliance (CMA), Barleti University would be seeking to influence specific areas of EU pharmaceutical legislation and policies: • Supply Chain Security: Enhancing the security and resilience of the supply chain for critical medicines. • Regulatory Measures: Supporting the proposed reform of the EU pharmaceutical legislation to address vulnerabilities in the supply chain. • Health Emergency Preparedness: Collaborating with the Health Emergency Preparedness and Response Authority (HERA) to prevent and address medicine shortages. • Transparency and Collaboration: Providing an inclusive and transparent consultative platform for the European Commission and other EU decision-makers.
