Mission & Goals
ASA World is the only ICAO recognized global association leading the transformation of ground and cargo handling. Representing ground handling organisations that employ over 1.1 million workers worldwide, we contribute towards setting global standards, influencing regulations, developing policy, and empowering ground handling organizations to deliver safer, smarter, and more sustainable aviation services. Safety- Driving the harmonization of global industry and safety standards to ensure consistent, safe and efficient ground operations worldwide. Workforce- Supporting talent attraction, fair work practices, and competency-based training to build a stable, skilled and protected workforce. Sustainability- Championing the sector’s transition to net-zero through innovation, electric GSE adoption, enabling infrastructure and cost recovery. Economic Resilience- Promoting fair commercial frameworks and investment recovery mechanisms to support long-term operational health.
EU Legislative Interests
ASA World primarily targets EU legislative and policy initiatives related to airport ground handling operations, including Council Directive 96/67/EC on access to the ground handling market at Community airports, and the proposed recast Regulation (COM/2011/0824). ASA also engages in discussions relevant to aviation safety, workforce development, and sustainability under the European Green Deal and the Sustainable and Smart Mobility Strategy.
Communication Activities
ASA communicates and contributes to EU policy development through a range of activities and publications related to ground handling, safety, workforce, and sustainability policy areas. These include: ASA Policy Handbook – outlining key policy positions and industry recommendations aligned with EU and ICAO regulatory frameworks. Policy Papers and Position Statements – developed in consultation with ASA members to support harmonised implementation of EU and international regulations impacting ground handling operations. ICAO Working Papers and Submissions – prepared in collaboration with partners to align EU-level policy advocacy with global aviation standards. Joint Statements and Partner Publications – issued with industry partners to promote unified positions on workforce development, safety, and market access policies within the EU aviation framework

ASA is a member of, and actively collaborates with, several EU and international aviation organisations and stakeholder networks, including: EASA Stakeholder Advisory Body (SAB) – contributing to strategic discussions and policy development within the European Union Aviation Safety Agency. EU Social Dialogue Partners for Civil Aviation – engaging in dialogue on employment, social, and workforce matters relevant to the ground handling sector. European Transport Workers’ Federation (ETF) – collaborating on issues related to workforce development, safety, and social standards within the aviation industry. Airports Council International (ACI) Europe – cooperating on joint initiatives to enhance safety, sustainability, and operational efficiency at European airports.
