Mission & Goals

Aveera Energy is an independent advisory firm accelerating the uptake of sustainable fuels and climate-aligned technologies across maritime, aviation, and heavy industry. Our core mission is to ensure that the global energy transition is traceable, certifiable, and rooted in environmental integrity. We support public and private stakeholders in navigating EU climate policy, particularly RED II/III, FuelEU Maritime, and the Innovation Fund. Our services include emissions accounting, certification readiness, MRV development, and market feasibility studies. By integrating technical, regulatory, and economic perspectives, we help bring sustainable fuel projects from concept to compliance. Aveera is committed to fostering transparent, evidence-based decision-making and contributes to policy dialogues that shape the future of low-carbon transport.

EU Legislative Interests

Representation activities focus on the intersection of EU regulatory frameworks and the practical deployment of sustainable fuels and emissions verification systems in the maritime and aviation sectors. Our recent work engages closely with the implementation and refinement of: Regulation (EU) 2023/1805 on the use of renewable and low-carbon fuels in maritime transport (FuelEU Maritime): Aveera has been actively supporting clients and partners in preparing for the implementation of this regulation, particularly in relation to emissions intensity thresholds, voluntary pooling mechanisms, and the credit-trading system. We have contributed to stakeholder consultations and pilot readiness assessments for verifying compliance and demonstrating the climate value of fuels. Directive (EU) 2023/2413 on the promotion of energy from renewable sources (Recast Renewable Energy Directive, RED III): We are involved in advisory and feasibility work related to renewable fuel production, traceability of bio-based and waste-based feedstocks, and compliance with sustainability and greenhouse gas (GHG) emissions criteria for renewable fuels of non-biological origin (RFNBOs). Our activities support both producers and users of advanced biofuels and RFNBOs in aligning with Annex IX and Annex VI requirements and with updated certification pathways under schemes such as ISCC and CertifHy. Directive (EU) 2003/87/EC establishing a system for greenhouse gas emission allowance trading within the Union (EU Emissions Trading System – EU ETS), including maritime inclusion from 2024: We work with fuel suppliers and shipping clients on readiness for EU ETS extension to maritime transport. This includes lifecycle-based emissions tracking, emissions avoidance calculations for Innovation Fund applications, and digital MRV systems for compliance reporting. We follow the legislative implementation and amendments to EU ETS closely and are advising stakeholders on impact and opportunities for emissions credit generation or mitigation. Commission Delegated Regulation (EU) 2023/1184 on the methodology for calculating life-cycle GHG emissions and establishing default values for renewable fuels: Aveera monitors this delegated regulation to ensure alignment of its advisory work on emissions avoidance and lifecycle accounting methodologies for fuels. This regulation is critical for our work with clients applying for EU funding, including under the Innovation Fund. Innovation Fund Calls for Large-Scale and Small-Scale Projects (Regulation (EU) 2020/1294): Aveera is directly involved in helping clients prepare applications to the EU Innovation Fund, including providing baseline emissions studies, counterfactual scenario design, and verification of GHG avoidance methodologies. We track updates to the Innovation Fund’s eligibility, evaluation criteria, and thematic scope. International Maritime Organization (IMO) – Marine Environment Protection Committee (MEPC) and Inter-sessional Working Group on GHG Emissions Reduction from Ships: Through our global board position on the International Bunker Industry Association (IBIA), Aveera contributes to technical working groups and panel discussions at the IMO. Most recently, our interest representation has focused on the IMO 2023 GHG Strategy, the development of the Carbon Intensity Indicator (CII), and ongoing negotiations around lifecycle-based fuel assessments (LCA Guidelines) and the methodology for Well-to-Wake emissions.

Communication Activities

1. Speaking Engagements and Panels Aveera’s founder, Deanna MacDonald, regularly speaks at high-level international forums on EU maritime and energy policy implementation. Recent activities include: • Panelist at Hong Kong Maritime Week 2025, on “Building the Ecosystem for Green Shipping,” where she discussed implementation challenges of FuelEU Maritime, the EU ETS, and lifecycle-based fuel certification aligned with RED III and IMO GHG Strategy. • Speaker and moderator at IMO Future Fuels and Technologies Project Seminars, addressing the global integration of EU decarbonisation mechanisms. • Contributor to webinars hosted by the International Bunker Industry Association (IBIA) on the Innovation Fund, EU MRV Regulation updates, and alignment with RED-compliant certification frameworks. 2. Co-Branded Publications and Technical Briefs Aveera contributes to co-authored white papers and briefing documents targeted at industry stakeholders and EU policymakers. Examples include: • A technical briefing on certification readiness for co-processed and RFNBO fuels, targeted at EU Innovation Fund applicants (published in partnership with STRATA and Ineratec). • Publication (2025) in Hydrocarbon Engineering titled “Entering the Market with Co-Processed Green Fuels: Guidance on Aligning with EU Regulatory Frameworks for Sustainable Refining and Accounting,” co-authored with Jessica Hofmann and Deanna MacDonald, aimed at clarifying alignment with RED III and FuelEU Maritime for hybrid fuel producers. 3. Proposal Development and Innovation Fund Campaigns Aveera supports client and consortium applications to the EU Innovation Fund, conducting targeted outreach to educate producers, shipping firms, and certifiers about EU eligibility, GHG accounting methodology, and verification strategies. Activities include: • Development and dissemination of Innovation Fund proposal templates and GHG methodology tools tailored to RED III Annex V and EU ETS MRV standards. • Strategic coordination with clients to produce project visibility content (LinkedIn posts, white papers,
