Mission & Goals

The International Association of University Professors and Lecturers (Association Internationale des Professeurs et maîtres de Conférences des Universités IAUPL) is a non-governmental, non-political international organisation, which brings together Professors and Lecturers of universities around the world. As such, IAUPL engages in operational relations with UNESCO / UN-ECOSOC / EU which consults its members regularly UNESCO is a member of the Bologna Follow-up Group. IAUPL has been a consistent participant in UNESCO‘s / UN / UE collective consultation of NGOs process. The fourth general meeting, held in Oxford from 16th to 18th July 1943, concerned itself with the safeguarding of intellectual and artistic life in Europe. The association statutes, aims and responsibilities were further specified. The IAUPL established as early as 1973 a “European Liaison Committee”, which held meetings in Paris, Germany, Brussels, Rotterdam and London, and worked in cooperation with Europe.

EU Legislative Interests

2025-2026: "Quantum Act" Engagement in the European consultation on the Quantum Act IAUPL has also contributed to the European Union consultation process on the future European Quantum Act, submitting formal observations through the EU consultation mechanism. In this context, IAUPL supported the establishment of a coherent European framework for quantum technologies that integrates: - ethical and human-rights-based governance, - academic freedom and scientific autonomy, - knowledge sovereignty and capacity-building, - and long-term “quantum-safe” design principles. This contribution aligns the European legislative process with broader UN and UNESCO normative developments.

Communication Activities

The International Association of University Professors and Lecturers (IAUPL) has played an active and sustained role in advancing the ethical, normative, and governance dimensions of quantum technologies, at both global (UN / UNESCO) and European Union levels. 1. Promotion of an ethical and normative framework for quantum technologies IAUPL has consistently advocated for the development of international normative instruments addressing quantum technologies, with the aim of ensuring that their development serves human dignity, academic freedom, and the public interest. This engagement is aligned with the UN International Year of Quantum Science and Technology (2025). 2. Proposal of the principle “Quantum-Safe-by-Design” for Europe IAUPL introduced and promoted the principle of Quantum-Safe-by-Design, which calls for embedding ethical safeguards, cognitive security, human rights protection, and long-term resilience directly into the design of quantum-enabled systems. This principle has been presented and discussed within UN and UNESCO-related policy processes. Contributions within UN and UNESCO frameworks Benefiting from its general consultative status with ECOSOC, IAUPL has submitted official statements and participated in multilateral deliberations, notably: - at the United Nations Science, Technology and Innovation (STI) Forum, mai 2025 - within the UNESCO Executive Board, 2023-2025 - and during the UNESCO General Conference, novembre 2025 These contributions have emphasized anticipatory governance, ethical foresight, and the societal implications of quantum technologies. 3. Promotion of a convergent approach linking quantum, AI and neurotechnologies IAUPL has consistently advanced a convergent governance approach, emphasizing the interdependence between quantum technologies, artificial intelligence, and neurotechnologies. It advocates coordinated regulatory reflection, interdisciplinary expertise, and science diplomacy mechanisms capable of addressing their combined societal and cognitive impacts. 4. Support for Academic Freedom, knowledge sovereignty, and capacity-building Across all these forums, IAUPL promotes academic freedom, cognitive sovereignty, and equitable access to knowledge as foundational principles for responsible quantum innovation. Education, research autonomy, and international cooperation are presented as essential pillars of sustainable quantum ecosystems.

Additional Information

The resources of the IAUPL are limited and derive primarily from the voluntary membership fees of its members. In addition, partner universities may make premises and conference facilities available to the IAUPL for the organization of academic events, meetings, and scientific conferences, within the framework of institutional cooperation. Furthermore, the french Ministry of Higher Education has granted a teaching or service release to a staff member involved in IAUPL activities, in order to facilitate the fulfilment of its academic and institutional missions on UNESCO.
