Mission & Goals
Created in 2002, the Francophone Association of National Human Rights Commissions (AFCNDH) is network of national human rights institutions (NHRIs) in French-speaking countries. The association provides technical and institutional support to NHRIs while bringing them together in a network. AFCNDH's main activities cover capacity building of NHRI members and staff, collaboration between CSOs and NHRIs, national and international advocacy, and the production of knowledge on NHRIs, democracy, and human rights issues. AFCNDH aims to create synergies between NHRIs, encourage best-practice sharing and cooperation for a better protection and promotion of human rights in each country of the network.
EU Legislative Interests
As a network of NHRIs in French-speaking countries, AFCNDH mostly operated in French-speaking Africa, and conducts advocacy activities towards institutions in its member countries. Some of AFCNDH's member organisations do conduct direct influencing activities in the EU. For example, the NHRI of France, the CNCDH, lobbied for a human-rights approach for the AI Act, represented by the European network of NHRIs. However, AFCNDH is not involved with influencing activities towards EU institutions that its members undertake. AFCNDH does conduct indirect influencing activities as part a member of three networks : - La plateforme des droits humains (PDH), a network of organisations and CSOs registered in France working on human rights. The PDH conducts advocacy activities linked to EU institutions, for instance during the 2024 European elections, calling for a human rights approach. The PDH also participated in the preparation process for the dialogue between the EU and the African Union. The PDH contributes to work done by the Fundamental Rights Agency. The PDH also participates annually in the European NGO forum organised by the European Commission in December. - L'Organisation Internationale de la Francophonie (OIF). AFCNDH is one of the sixteen institutional networks of the OIF. OIF cooperates with the European Union, as 16 of its member states are part of the EU. Jointly, they put in place activities of information-sharing, coordination, and join campaigns or actions. https://www.francophonie.org/reseaux-institutionnels-286 - The Team Europe Democracy network. AFCNDH was approached by the TED secretariat, following the French foreign affairs' ministry's recommendation, and subsequently joined the TED network in December 2025. AFCNDH was not approached by DG INTPA but with the secretariat directly. The TED Network is a strategic platform uniting EU institutions, EU Member States, and diverse European organisations committed to advancing democracy. AFCNDH has joined the following working groups of the network as a member : - Working Group 1 : Rule of law and Anticorruption - Working group 2 : Political and Civil Participation
Communication Activities
AFCNDH is part of la plateforme des droits Humains which conducts campaigns in favour of a larger civic space and human rights. The PDH also participates annually in the European NGO forum organised by the European Commission in December. AFCNDH is not part of these activities directly. The TED network also conducts communication activities, of which AFCNDH is not a part.
