Mission & Goals
ADDAM is a French non-profit public-interest organisation dedicated to combating all forms of discrimination, with a specific focus on anti-Muslim racism and anti-Muslim hate acts. Its mandate is to support victims through assistance, guidance and legal representation, including the possibility to initiate legal proceedings. ADDAM also acts as a national observatory by collecting, centralising and analysing data on anti-Muslim acts, notably through its online reporting platform. The organisation contributes to prevention, awareness-raising and policy dialogue by engaging with public authorities, law enforcement, civil society and institutional stakeholders. ADDAM aims to strengthen access to justice, improve the understanding of racism and support the development of effective responses at national and European level.

ADDAM is particularly engaged in policies related to combating hate crime and hate speech, improving equality data collection, strengthening access to justice for victims of discrimination, and addressing structural racism, including anti-Muslim hatred.
Communication Activities

Its activities include participation in conferences, institutional dialogues and consultation processes at national and European level. ADDAM also produces analyses, reports and communication materials based on data collected through its reporting platform, contributing to public debate on hate crime, hate speech and discrimination. The organisation engages in outreach through events, social media and cooperation with stakeholders to raise awareness, support victims and promote understanding of anti-Muslim racism and its broader implications within EU policy frameworks.

Additional Information
In 2024, ADDAM had a total annual budget of €64,550, including €30,000 from public funding (DILCRAH national call for projects), €550 from membership contributions, and a significant share of voluntary in-kind contributions (estimated at €34,000). The organisation operates with a lean structure combining limited financial resources and strong volunteer engagement. Representatives and board members are not remunerated, and a substantial part of the activities, particularly in victim support and awareness-raising, is carried out on a pro-bono basis. This model reflects ADDAM’s strong grassroots commitment and its capacity to deliver impactful activities despite limited financial means.
