Mission & Goals
The National Soft Drinks Association (ANBR) is the representative organization of the soft drinks industry in Romania. Through its activities, ANBR contributes to the sustainability and responsible development of the sector, supports high standards of professionalism and ethical business conduct, and promotes the continuous improvement of the quality and safety of products placed on the Romanian market. ANBR acts as a constructive and responsible dialogue partner for public authorities, regulatory bodies, and other stakeholders involved in the soft drinks and wider food industry. The association works to provide fact-based insights on sectoral developments, regulatory challenges, and industry priorities, while representing the collective interests of its members in national and European policy discussions.
EU Legislative Interests
ANBR follows and may contribute to policy discussions related to European legislation affecting the soft drinks sector, particularly in the fields of public health, consumer protection, taxation, circular economy, packaging, and food standards. The association monitors developments and provides fact-based input through national authorities and, where relevant, through its participation in European industry platforms. Key EU policy areas include: Nutrition, health, and food safety legislation, including initiatives under the “Farm to Fork Strategy”, nutrient profiling, front-of-pack labelling schemes, reformulation frameworks, and policies aimed at promoting healthier diets. Fiscal and taxation measures relevant for the food and beverage sector, such as discussions on excise duties on sugar-sweetened beverages or other EU-level fiscal instruments with potential impact on industry competitiveness and consumer prices. Packaging and circular economy legislation, including the Packaging and Packaging Waste Regulation (PPWR), recyclability requirements, reuse targets, eco-design criteria, and the implementation of Deposit Return Systems (DRS) across Member States. Environmental and sustainability policies, including waste management rules, extended producer responsibility (EPR) obligations, and EU targets on recycling, climate neutrality, and resource efficiency. Internal market and trade-related legislation impacting the availability, movement, and competitiveness of non-alcoholic beverages within the EU. Digital and advertising policies relevant to consumer communication, marketing standards, and responsible commercial practices. General food law and product compliance, including labelling, additives, contaminants, and safety standards as regulated by EFSA and applicable EU frameworks. ANBR’s interest in these areas reflects its role in supporting evidence-based policymaking, ensuring regulatory predictability, and contributing to the sustainable development of the soft drinks sector in Romania within the broader EU market.
Communication Activities
ANBR carries out communication activities aimed at informing national stakeholders, public institutions, and the wider public about developments in EU legislation relevant to the soft drinks sector. These activities support transparency, evidence-based dialogue, and a better understanding of the potential impact of European policies on the Romanian non-alcoholic beverages market. Main communication activities include: Public dissemination of studies and analytical reports, including socio-economic impact assessments and research carried out in cooperation with academic institutions, which may refer to EU regulatory frameworks on nutrition, packaging, taxation, and sustainability. Participation in conferences, expert workshops, and public debates on topics such as packaging and circular economy (including DRS implementation), food safety, health-related policies, and environmental targets aligned with EU strategies. Organization of stakeholder meetings and information sessions involving national authorities, industry representatives, and civil society, where EU policy developments are presented or discussed. Publication of position statements, fact sheets, and informational materials summarizing sector-relevant EU initiatives, regulatory changes, or technical requirements, shared through ANBR’s official communication channels. Media and public relations activities, including press briefings, interviews, and contributions to public discussions on issues connected to EU legislation affecting the soft drinks industry. Collaboration with European industry federations and platforms, where information is exchanged on EU policy trends, regulatory proposals, and best practices across Member States.

ANBR is a full member of UNESDA – Soft Drinks Europe, the European trade association representing the non-alcoholic beverages sector. Through this membership, ANBR contributes to information exchange and to coordinated industry positions at European level. At national level, ANBR is also a member of Confederația Patronală Concordia, the Romanian employers’ confederation representing multiple economic sectors.
