Mission & Goals

The mission of the Romanian Midwives Association is to ensure universal access to high-quality maternal and reproductive healthcare, empower midwives as autonomous healthcare professionals, and advocate for policies that uphold women's rights. Our mandate focuses on achieving full legislative recognition for the profession, including through reimbursement, and revitalizing specialized education to train the next generation of practitioners to European standards. Through professional training, policy reform, and community-based initiatives, the association works to create a healthcare system where midwives play a central role in providing safe, ethical, and evidence-based care to all women.

EU Legislative Interests

In the last reporting period, Asociația Moașelor din România (AMșR) has focused its interest representation activities on EU-level legislative and policy frameworks that affect reproductive health, maternal care, women’s health services and the professional recognition/role of midwifery in Europe. Key proposals and policy files targeted include: European Union Gender Equality Strategy 2020–2025 and Follow‑Up Actions — Advocacy around robust implementation of gender equality commitments in health care provision, including reproductive health services and maternal care. EU Sexual and Reproductive Health and Rights (SRHR) Policy Frameworks — Engagement around EU policy positions related to sexual and reproductive health, including access to contraception, family planning services, and evidence‑based reproductive health education within Member States (often shaped through Council Conclusions and Commission communications that guide Member States’ implementation). European Social Fund Plus (FSE+) and EU Health Programme Funding Rules — Advocacy for effective prioritization and use of EU funding to support reproductive health services, midwifery training and health infrastructure that allows equitable access to family planning and maternal care across EU Member States. EU Professional Qualifications Directive / Recognition of Professional Qualifications Rules — Engagement on proposals and discussions in the EU affecting recognition of midwifery qualifications and professional mobility across Member States (ensuring that Romanian midwives can practice and that training standards align with EU expectations).

Gender Equality Coalition - https://ongen.ro/about-us/ In April, AMșR joined the Gender Equality Coalition, reaffirming the essential role of midwives in ensuring sexual and reproductive health for girls and women. Access to these services, alongside respect for sexual and reproductive rights, forms a fundamental basis for achieving gender equality. Together with other member organizations, AMșR fights against gender discrimination and for reproductive rights, strengthening joint efforts in these areas. ASTRA Network Complementing its advocacy and institutional strengthening efforts, AMșR is in the process of joining the ASTRA Network—the regional network for sexual and reproductive health and rights in Central and Eastern Europe and Central Asia. ASTRA brings together organizations in the region dedicated to defending women’s rights and ensuring equitable access to sexual and reproductive health services. Joining the International Confederation of Midwives (ICM) AMșR has applied to become an ICM member, dedicated to strengthening the role of midwives as key health professionals and advocates for universal reproductive health and rights. We share in thought and action the principles and values promoted by the ICM, as they align with our core values and aspirations for midwifery and global health. We are thankful for, and actively refer to, all available ICM resources in our continuing efforts to advocate for quality healthcare access and advance the midwifery profession in Romania. ICM membership will significantly enhance our advocacy capabilities and institutional influence, strengthen our impact while validating our commitment to advancing SRMNAH (Sexual, Reproductive, Maternal, Newborn, and Adolescent Health).
