Mission & Goals
GAL Napoca Porolissum Association is a public–private partnership functioning as a non-governmental organisation and Local Action Group (LAG) under the LEADER/CLLD approach. The main objective of the association is to support sustainable rural development and improve the social and economic conditions of local communities in western Cluj County, Romania, through a bottom-up, community-led approach. The association designs and implements local development strategies, supports local stakeholders, and facilitates cooperation between public authorities, private sector and civil society. Its activities include project development and management, community engagement, capacity building, education and training, and participation in EU-funded programmes such as LEADER, Erasmus+, Interreg and other European initiatives. Interaction with EU institutions is limited to project-related, educational and learning activities. The organisation does not engage in lobbying activities.
EU Legislative Interests
Our work focuses on implementing and operationalising EU policy frameworks at local level through community-led local development strategies and EU-funded cooperation projects. We monitor EU files and contribute to their uptake through partnerships, capacity-building, dissemination and stakeholder engagement. The most relevant EU initiatives and files include: 1. Regulation (EU) 2021/2115 (strategic plans under the common agricultural policy; funding via the European Agricultural Guarantee Fund and the European Agricultural Fund for Rural Development). 2. Regulation (EU) 2021/1060 (common provisions / multi-fund implementation framework for cohesion-policy funds). 3. Regulation (EU) 2021/1057 establishing the European Social Fund Plus. 4. Regulation (EU) 2021/817 establishing Erasmus+. 5. Council Resolution: The European Union Youth Strategy 2019–2027. 6. Council Recommendation of 30 October 2020 on A Bridge to Jobs – Reinforcing the Youth Guarantee. 7. Decision (EU) 2022/2481 establishing the Digital Decade Policy Programme 2030. 8. Communication (COM/2021/345 final): A long-term Vision for the EU’s Rural Areas – Towards stronger, connected, resilient and prosperous rural areas by 2040. 9. Directive (EU) 2018/851 amending Directive 2008/98/EC on waste.
Communication Activities
As part of the Erasmus+ project CONNECT-R, GAL Napoca Porolissum organizes educational and civic engagement activities related to EU institutions. This includes study visits to the European Parliament in Strasbourg, structured dialogue workshops with youth, international exchanges, and dissemination of information about EU programs and rural development initiatives. These activities aim to educate young participants and promote their active participation in European civic life. The organisation does not engage in lobbying activities.
