Mission & Goals

AFFR is a national professional and employers’ organization representing independent community pharmacies across Romania. Our mission is to strengthen the role of pharmacists in the healthcare system by advocating for fair and transparent policies, promoting responsible pharmaceutical practice, and ensuring ongoing support for patients—particularly in rural and underserved areas. AFFR actively engages in legislative dialogue and health policy development, while also fostering collaboration between pharmacists, physicians, and other healthcare providers. We are committed to aligning community pharmacy practice in Romania with international standards and innovations. As a full member of the International Pharmaceutical Federation (FIP), AFFR contributes to and benefits from the global exchange of knowledge, supporting the advancement of pharmacy practice both nationally and internationally.

Policies targeted: Regarding Reform of the EU pharmaceutical legislation - Development of methodologies for the implementation of pharmaceutical services, as well as the creation of national lists of pharmaceutical services at the level of EU Member States, with the goal of disease prevention and patient benefit. This order stipulates that the implementation of pharmaceutical services must be based on good pharmaceutical practice guidelines for the provision of such services. However, these guidelines have not yet been developed. Pharmaceutical services include vaccination, testing, and counselling offered in pharmacies — services which, if implemented, could alleviate the burden on hospitals by preventing certain conditions through the involvement of pharmacists. This would also reduce the public costs associated with patient hospitalizations. Pharmaceutical activities play a vital role in disease prevention through vaccination and testing and are accessible to patients both in rural and urban areas. At the level of the European Union, the communication on the Reform of the EU pharmaceutical legislation was published (link), and we believe that all European countries should benefit from regulated pharmaceutical services, in the interest of the patient and with a focus on prevention. In conclusion, our target is to promote the development of methodologies for the implementation of pharmaceutical services, as well as the creation of national lists of pharmaceutical services at the level of EU Member States, with the goal of disease prevention and patient benefit.
