Mission & Goals

ANEFA, created in 1977, represents companies from the aggregates sector in Spain. Since its constitution, ANEFA has introduced advanced professional criteria in all the processes of the aggregate production activity, opening new paths in essential matters that constitute the basis of Sustainable Development for companies and for the sector, such as: -The quality of production and product. -Environment. -Prevention of occupational hazards. -The formation. -The image of the sector. In Addition, ANEFA has among its priority objectives: -To defense legal security. -To boost the competitiveness of the aggregates production industry. -To Promote the consideration of environmental aspects in aggregate production processes. -To Promote the quality and proper use of aggregates, promoting the improvement of the applicable technical regulations and sustainable construction. -To Promote continuous improvement of the health and safety conditions of workers.

Communication Activities

In view of the intense policy activity at European and national levels, ANEFA’s work has been especially active throughout 2024 and the first half of 2025, with significant contributions to numerous public consultations and legislative processes. These have addressed issues such as critical and strategic raw materials, biodiversity, climate, energy, industry, and health and safety. ANEFA has taken part either directly or through organisations of which it is a member, such as PRIMIGEA or Euromines. One of the organisation’s key messages, and a principle it consistently defends, is the balance between sustainability and competitiveness—a dual objective that is increasingly central to EU policy debates. ANEFA champions this approach whenever possible: through written contributions to consultations and questionnaires, by preparing briefing notes and position papers, and in meetings with representatives of the European Parliament, the European Commission, and national and regional authorities. Particular emphasis has been placed on the strategic autonomy of Europe in access to raw materials, the need to streamline administrative procedures, and the importance of maintaining a strong, competitive industrial base while supporting environmental goals and social progress. These messages have been reiterated across all channels—technical documents, institutional communications, and public statements. From a communications perspective, two events stand out. In June 2025, ANEFA organised the II International Raw Materials Forum, which brought together MEPs, Commission officials and other stakeholders to discuss the European agenda on raw materials, sustainability, innovation and strategic supply. Furthermore, preparations are under way for the VII National Congress on Aggregates, to be held in October 2025, which will serve as a major platform to exchange views and promote the role of the aggregates sector in the green and digital transitions. In addition to its direct initiatives, ANEFA has continued to collaborate actively within EU and national platforms, taking part in strategy development, stakeholder groups, and industry dialogues on the Raw Materials Act, the Nature Restoration Law, the Soil Monitoring Law, Net Zero Industry, and other relevant policy frameworks. In all its work, ANEFA firmly upholds its core values: gender equality, sustainability, competitiveness, strategic autonomy, resource access, and regulatory efficiency. These guiding principles shape the organisation’s contributions and define its role as a constructive, forward-looking voice in the debate on the future of raw materials and industrial policy in Europe.
