Mission & Goals

The Welfare and Development Association (ABD) is an NGO recognized as a public service organization, focused on protecting people’s rights and addressing processes that lead to social exclusion. Founded in the 1980s by professionals and volunteers responding to rising drug use and AIDS, ABD has evolved into a transversal social action organization. It works on issues such as physical and cognitive dependency, poverty, lack of basic resources, gender-based violence, child abuse, elderly care, migration, and discrimination based on gender, ethnicity, or origin. ABD develops over 170 national and international programmes, supporting more than 110,965 people annually. Its team includes over 1,802 professionals and 533 volunteers. In 2024, 715,261 people were sensitized and 18,954 trained. The ABD Group includes ABD, FABD, Institut Genus S.L., UTE CAS Prat, UTE PAE, PDS, and PAS.

EU Legislative Interests

ABD’s advocacy activities focus on key European Union legislative and policy initiatives aligned with its work on social inclusion, gender equality, migration, health and drug policies. In particular, ABD follows the Directive on combating violence against women and domestic violence, the Directive establishing minimum standards on the rights, support and protection of victims of crime (and its revision), and the Directive on work-life balance for parents and carers. In the field of migration and inclusion, ABD is attentive to the Regulation on Asylum and Migration Management and the European Child Guarantee. Regarding drug policy, ABD follows the EU Drugs Strategy 2021-2025 and the EU Drugs Action Plan 2021-2025, particularly measures related to prevention, harm reduction, health and social reintegration.

Communication Activities

ABD carries out communication activities (conferences, awareness-raising campaigns, publications, training sessions and policy events) linked to key European Union legislation and strategies in the fields of gender-based violence, victims’ rights, migration and integration, social inclusion, drug policy and public health. These activities are mainly implemented through European projects such as RISE, CO-POWER, FADO, FREE-DVV, POWER, LILA, Care4Trauma, CRISSCROSS and Cut All Ties, focused on preventing and combating gender-based violence and strengthening victims’ support systems; MINDTECH, MEDNET 4 Youth Addictions, BOOST, SCANNER and SOLIDIFY, addressing drug policy, harm reduction and youth addictions in line with the EU Drugs Strategy 2021-2025; and AMIR, POWGEN, Cope&Hope, Mums@Work, Fashion for Inclusion and MYTH WORK, promoting the inclusion of third-country nationals. ABD also develops initiatives such as EDUCATE for INDEPENDENCE, Youth+, GLOBAL DISTRICTS, EDU4SDGS, Home4Health, Agri for Integration, EU Food Security, CoolToRise and DREAM, contributing to social inclusion, sustainability and equal opportunities. In addition, ABD participates in institutional and civil society networks at local, national and European level, including collaboration with the City Council and Provincial Council of Barcelona, the Third Social Sector Board of Catalonia, the Catalan Federation of Drug Dependency, the Civil Society Forum on Drugs, the Correlation European Harm Reduction Network, the EUCLID Network and the Economic and Social Council of the United Nations (ECOSOC), among others.
