Mission & Goals

Arctial is a transformative industrial project to build Europe’s most advanced and lowest-carbon primary aluminium production facility, located in Kokkola and Kronoby, Finland. Leveraging strong backing from leading global industrial shareholders (incl. Rio Tinto and Mitsubishi Corporation) and strong local partners (incl. Fortum, Vargas and TESI).

EU Legislative Interests

The Arctial Project engages with key EU legislative proposals and policy frameworks that directly support the decarbonisation of energy-intensive industries, industrial resilience, and regional development. The main policy areas targeted include: • EU Green Deal and Fit for 55 • EU Industrial Strategy & Net-Zero Industry Act (NZIA) • EU Emissions Trading System (ETS) • Carbon Border Adjustment Mechanism (CBAM) • Critical Raw Materials Act (CRMA) • TEN-E and TEN-T Regulations: • Cohesion Policy and Just Transition Mechanism • Horizon Europe – Cluster 4 & Innovation Fund • Trade and Sustainable Development (TSD) Chapters of EU FTAs • EU Defense and Security Policy & European Defence Industrial Strategy (EDIS)

Organisation Members

Arctial is a consortium of industrial actors, technology providers, regional authorities, and research organisations. It is not a membership-based organisation but operates as a time-bound partnership project. Arctial has a partner-driven approach that provides access to leading technology, key input factors and highly relevant industrial expertise, enabling the project company to effectively assess this opportunity. ABB, Fortum, Mitsubishi Corporation, Rio Tinto, Siemens Financial Services, Tesi, and Vargas are financing the project company and the feasibility study.

This budget covers the 0.25 FTE, the consultants and some incidentals and expenses for its activity
