Mission & Goals
Geneva Call is a neutral and impartial humanitarian non-governmental organization (NGO) that engages in dialogue with armed groups and de facto authorities (AGDA) to promote their respect for international humanitarian norms in armed conflict and other situations of violence, in particular regarding the protection of civilians. Geneva Call engages with AGDAs to increase their knowledge on IHL, so they can adhere to and respect the norms of International Humanitarian Law (IHL) and Inter- national Human Rights Law (IHRL). Common Article 3 to the Geneva Conventions provides a solid basis for humanitarian engagement with AGDAs, by establishing the right for impartial humanitarian organizations to offer their services to the parties to a conflict. To achieve this, Geneva Call seeks a formal undertaking by AGDAs, inviting them to sign and comply with different Deeds of Commitment to respect these norms. Signatory AGDAs agree that Geneva Call will monitor and verify their compliance.

Communication Activities
In 2019, Geneva Call intervened at the European Council Working Party on Humanitarian Aid and Food Aid (COHAFA) by the European Civil Protection and Humanitarian Aid Operations (ECHO) on EU's humanitarian strategies and policies. In 2020, Geneva Call participated in several EU consultations for the NDICI, including for the Human rights & Democracy and Peace, conflict prevention & stability. In 2020, Geneva Call co-hosted an event together with Germany to which EU representatives participated and also hosted several bilateral meetings and inter-services briefings with colleagues from the Services for Foreign Policy Instruments (FPI), the European Civil Protection and Humanitarian Aid Operations (ECHO), the European Commission's Directorate General for International Partnerships (INTPA), the European External Action Service and other EU/EC services, on particular contexts and topics of interest. In 2021, Geneva Call participated in the civil society consultation in the framework of the fifth Brussels Conference on Syria and the Region and organized a side event to promote the protection of civilians, together with the Norwegian Refugee Council (NRC). With the support of the EU, Geneva Call released its Mobile Application “Conflict Has Rules Too” in Afghanistan and hosted a launch event supported by the EU Ambassador and the Delegation in Kabul. Geneva Call has also been invited to informally brief the Political and Security Committee (PSC) in the second half of the year (2021) on contexts such as Afghanistan, Ukraine, and Mali. In 2022, Geneva Call briefed the Ambassadors of the Political and Security Committee of the European Union (PSC) and other representatives in two informal sessions, 1) in June regarding the Sahel region (hosted by Luxembourg) and 2) in September on Afghanistan (Hosted by Denmark and with the support of the EU Service for Foreign Policy Instruments -FPI). Similarly, Geneva Call briefed the Council working group/party on Humanitarian Aid and Food Aid (COHAFA) beginning of the year on Yemen, and had bilateral exchanges with several COHAFA focal points from Member States such as Germany, Sweden, Finland, Belgium, and others. Policies and legislative or non-legislative files targeted by the organisation are: - EU's humanitarian strategies and policies; - European Consensus on Humanitarian Aid - the principles of humanity, neutrality, impartiality and independence, and International Humanitarian Law (IHL); - EU Action Plan on Human Rights and Democracy (2020-2024); - Common Foreign and Security Policy (CFSP) - Conflict Prevention and Crisis Management, Protection of Cultural Heritage, Protection of Civilians in Armed Conflict, etc - EU Counter-Terrorism strategy - EU instruments such as the Neighborhood, Development, and International Cooperation Instrument and others under the European Civil Protection and Humanitarian Aid Operations -Humanitarian Implementation Plans - European Consensus on Peace In 2023, Geneva Call continued close follow-up with the EU instruments, i.e. ECHO, FPI and NDICI. GC representatives attended several EU high-level meetings. In November 2023, Geneva Call organised its annual Conference with the participation and opening remarks by Commissioner Lenarcic and EU Member States representatives. In 2024, GC was invited to COHAFA for an update on Africa/Sahel. GC publishes its 2023 annual report. In 2025, GC was invited at the European Pariament for a hearing on the Respect for International Humanitarian Law and International Human Rights Law. GC also publishes its 2024 annual report. In October, GC organised a brown bag lunch with the Service for Foreign Policy Instruments.
