Mission & Goals
We are EU wide consultancy practice dedicated to advancing innovation, resilience, and sustainability across Europe’s research and business ecosystems. Its core mission is to empower organisations to access competitive EU and national funding, develop breakthrough technologies, and build partnerships that accelerate market entry. APES specialises in preparing high-impact proposals under Horizon Europe, Digital Europe, and other major frameworks, combining deep expertise in biomedical innovation, cybersecurity, and deep tech with strategic insight into EU policy and investment instruments. The organisation operates through a network of experts and evaluators with extensive experience in project management, regulatory compliance, and technology transfer. Through tailored advisory, capacity building, and end-to-end project support, APES helps clients transform scientific excellence into impact, fostering a stronger, more innovative, and more equitable European innovation landscape.
EU Legislative Interests
APES strategically aligns its activities with key EU legislative proposals and policies that shape the future of innovation, health, and technology. The organisation actively targets the EU Chips Act to foster semiconductor sovereignty and high-tech manufacturing capacity across Eastern Europe, alongside the evolving EU AI policy framework to promote ethical, secure, and human-centric artificial intelligence. Within the health domain, APES addresses core legislative instruments such as the Health Technology Assessment (HTA) Regulation, the Medical Device Regulation (MDR), and the SoHO Regulation, ensuring compliance and innovation readiness across projects. These frameworks collectively underpin APES’s mission to bridge research excellence, policy objectives, and industrial competitiveness, enabling sustainable and regulatory-aligned growth across Europe’s innovation ecosystems. Our focus is on EU less developed regions and WIDERA.

APES is an active supporter of the Digital Health and Innovation (DHI) Cluster, contributing to the advancement of digital transformation and healthcare innovation ecosystems in Bulgaria and across Europe.
