Mission & Goals
IVC was founded and is a non-partisan think-tank whose mission is to advance participatory democracy, improve the effectiveness of public policies, promote human rights and gender equality, and build capacities in peace negotiation, conflict resolution, good governance, education, and research. Since our founding, IVC has focused on shifting perceptions and behaviours, especially among women and youth, towards democratic and European values, accountable governance, and meaningful participation in decision-making. Our key target groups are diverse and include central and local public authorities, youth, women, including those elected to public positions, as well as CSOs and initiative groups. Over the past 8 years, IVC has invested in projects dedicated to empowering women and youth to become active agents of change and advocates of good governance, social cohesion, and non-discrimination.
EU Legislative Interests
In line with our statutory objectives, IVC is interested in EU policies and activities related to fundamental human rights, gender equality, EU enlargement, education and research, as well as European youth policies. These are the areas in which we advocate and wish to engage in discussions with the European institutions.
Communication Activities
In the last 2 years, IVC was engaged in close communication with the EESC, as an observer and contributed to the development of the EESC opinion on the Moldova Growth plan and on the EESC opinion regarding the need for the creation of an economic and social committee in the countries that are negotiating their accession to the European Union. We participated in the Enlargement Forum, organised by the EESC, in 2024 and 2025. In 2024, IVC presented tin the European Parliament the first Progress Report of the Republic of Moldova on implementing the European Commission's recommendations for the Fundamental Cluster, within the context of EU accession.

The AO "Institutum Virtutes Civilis" is a member of the EaP Civil Society Forum and is co-chairing the EU-Moldova Civil Society Platform.
Additional Information
The EU-funded projects developed in 2024 (mentioned above) were developed in a consortium with other CSOs from the Republic of Moldova. The indicated amounts for the EU grants were dedicated to IVC. The total amount for the entire project was larger, namely: 1) The Project "Civil Society for European Integration", Funded by the European Union and Friedrich Ebert Foundation. IVC developed this project in consortium with 2 CSOs (Expert Group, IPRE). The total amount of the project developed from 2023 to 2025 is 1,100,000 euros. 2) EU Project Number 423-417, "Partnerships 4 Women Leadership and Good Governance", developed from 2021 to 2024. The project was conducted in a consortium with the Friedrich-Ebert-Stiftung, with a total project amount of € 1,055,901. 3) EU Project number: 422-368, Project "Civil Society Organisations Acting for Better Social Services". The Project was conducted in the period of 2021-2024 in a consortium with the Soros Foundation in Moldova. The total amount of the project grant was 3,375 000
