Mission & Goals

CLTR is an independent think tank dedicated to enhancing long-term resilience through comprehensive research and policy advocacy. Our mission is to transform global resilience to extreme risks — both in the UK and internationally. Our core focus areas are AI risk, biological risk and government risk management. Our activities include conducting in-depth studies on current and future risks and resilience strategies, organising conferences and workshops to foster dialogue among policymakers, industry leaders, and academics, and publishing reports and policy recommendations to influence strategic decision-making.

EU Legislative Interests

As an independent think tank with expertise in AI, biosecurity and risk management, the Centre for Long-Term Resilience has previously participated in the first General-Purpose AI Code of Practice drafting for the Artificial Intelligence Act. Specifically, our Risk Management unit performed the General Purpose AI Code of Practice consultation work under the EU AI Office (regular plenaries and working group between September 2024 to March 2025). We plan to follow up to offer assistance in reviewing submissions under the CoP as well as provide assistance with any future developments and iterations of this proposal. Recently (in June 2025), we have briefed AI Office on 16 June 2025 for our private RAND-CLTR Global Risk Index report and have met with EU officials from DG Sante and DG RTD at three conferences: the Berlin Biosecurity Dialogue, the EBRC Workshop on International Best Practices for Nucleic Acid Synthesis Screening, and the 2025 BIRRI Annual Meeting.

Communication Activities

The Centre for Long-Term Resilience has engaged with the AI Office Code of Practice Team at the European AI Office of the European Commission as a working group participant for the first General-Purpose AI Code of Practice.

Organisation Members

CLTR is a UK company limited by guarantee with non-profit provisions embedded in its constitution. All UK companies must have members in company law. CLTR therefore has company law members, which are two of CLTR’s directors Angus Mercer and Gabriella Overödder. However, company law membership of a non-profit company limited by guarantee with non-profit controls is a limited constitutional right, and has no impact or bearing on CLTR’s activities or interests. CLTR’s constitution specifically restricts it from being able to benefit its members or any third-party stakeholder and it exists for the benefit of its objects (aims). Please note that CLTR maintains accounts in GBP currency, all values are exchanged at the rate prevalent as at 30 Nov 2024 (date of closing accounts). The total value of all gifts, grants, contributions, and membership fees received by CLTR for the financial year ending 30 Nov 2024 was GBP 3,152,754 (EUR 3,795,850 as at 30 Nov 2024), whereas the total expenditure incurred was GBP 2,121,709 (EUR 2,554,500 as at 30 Nov 2024). Dalhap Foundation Ltd., Open Philanthropy, and Future of Life Institute (FLI) are the three largest current funders for CLTR where the funding received for FY ending 30 Nov 2024 exceeded 10% of the total CLTR budget.
