Mission & Goals

Established in 1994, ALLEA serves as the European Federation of Academies of Sciences and Humanities, advocating for the role of science as a global public good and promoting interdisciplinary collaboration among its Member Academies and beyond. ALLEA’s statutory purpose is to promote science and research in Europe and globally. ALLEA provides a forum for scientific exchange across borders, thereby consolidating the collective voice of European academia and contributing a European perspective to international discourse. As such, ALLEA is widely recognised as renowned academic stakeholder at the European science-policy-society interface and is frequently consulted as a trusted source of expertise for policymakers, media and the public. A charitable non-profit association formally registered as All European Academies (ALLEA) e.V. under German law, ALLEA has its own legal personality and therefore remains fully independent of political, religious, and commercial interests.

EU Legislative Interests

Through task forces, experts groups and projects ALLEA regularly produces statements, memoranda and reports, and organises events and other activities in various areas, especially - but not exclusively - related to EU policies with an impact on framework conditions for science and research in Europe. ALLEA provides independent, interdisciplinary scientific advice to policy and society, including as a consortium member of Horizon Europe’s SAPEA (Science Advice for Policy by European Academies) project which is part of the EU’s Scientific Advice Mechanism (SAM). Most recently, ALLEA statements, positions, reports and SAPEA evidence review reports led and coordinated by ALLEA (as well as corresponding outreach activities) have addressed the following legislative proposals / policies: - European Research Area Policy Agenda 2022-2024 - European Research Area Policy Agenda 2025-2027 - Proposal for a Council Recommendation on the European Research Area Policy Agenda 2025-2027 2025/0034 (NLE) of 28/02/2025 - EU Framework Programme for Research and Innovation 2027-2034 (FP10) - Council of the EU: European Research and Innovation Area Committee (ERAC) Opinion on Guidance for the next Framework Programme for Research & Innovation 11678/24 of 28 June 2024 - MOTION FOR A EUROPEAN PARLIAMENT RESOLUTION on the assessment of the implementation of Horizon Europe in view of its interim evaluation and recommendations for the 10th Research Framework Programme (2024/2109(INI)) - Council Recommendation (EU) 2021/2122 of 26 November 2021 on a Pact for Research and Innovation in Europe - Council Recommendation 2024/0012 (NLE) on enhancing research security, 08/05/2024, ST 9097 2024 REV 1 - European Parliament resolution of 17 January 2024 with recommendations to the Commission on promotion of the freedom of scientific research in the EU (2023/2184(INL) - European Commission Communication COM(2025) 30 final of 29/01/2025: A Competitiveness Compass for the EU - European Commission Communication COM/2025/75 final of 19/02/2025: A Vision for Agriculture and Food - European Commission White Paper on Export Controls COM/2024/25 final of 24/01/2024 - EU Copyright (Copyright in the Digital Single Market, 2019/790 & Information Society Directive, 2001/29/EC) - Digital Education Action Plan (2021-2027) - Legislation for plants produced by certain new genomic techniques / EU Biotechnology Directive 98/44/EC - Food Systems, DG SANTE - Farm to Fork Strategy, proposal for a legislative framework for sustainable food systems - Crisis Management, DG ECHO - The Agreement on Reforming Research Assessment, DG RTD - Policies relevant to the uptake of AI in Science, DG RTD
