Mission & Goals

Action for Democratic Society (ADS) is a Kosovo-based non-governmental organisation working to strengthen information integrity, media literacy, and democratic processes. Through its platform Hibrid.info, ADS conducts fact-checking, research, and analysis on disinformation and other forms of information disorder. The organisation implements educational activities aimed at improving citizens’ ability to critically assess information, with a particular focus on young people and vulnerable groups. ADS also develops tools and methodologies to support the identification and analysis of information-related risks in the digital environment. In addition, the organisation engages in advocacy and cooperation with public institutions, civil society, media, and international partners to promote transparency, accountability, and evidence-based approaches to addressing challenges related to the information ecosystem.

Communication Activities

The organisation conducts communication and outreach activities related to EU policies on digital governance, disinformation, media freedom, and democratic resilience. These include the publication of fact-checking articles, analytical reports, and policy-relevant research addressing information disorder and its impact on public discourse, including during electoral processes. ADS regularly implements public awareness campaigns and media literacy initiatives, particularly targeting young people, aimed at strengthening critical thinking and understanding of online information environments in line with EU policy priorities. The organisation also organises educational activities, workshops, and public discussions which contribute to the dissemination of EU-related standards and approaches, including those related to platform accountability, transparency, and countering disinformation. In addition, ADS participates in regional and European networks and events, facilitating exchange with stakeholders, including EU institutions and partners, and contributing insights and evidence from its work. These engagements support knowledge-sharing and alignment with EU policy developments in the field of information integrity.

Its work is strengthened through participation in non-commercial international and regional networks focused on fact-checking, media development, and information integrity. ADS is a member of, or actively collaborates with, the following organisations and networks: International Fact-Checking Network – ADS is a verified signatory of the Code of Principles, ensuring adherence to standards of accuracy, impartiality, transparency, and open corrections. European Fact-Checking Standards Network – aligning with European standards for independent, evidence-based fact-checking and methodological transparency. Global Alliance for Media Innovation (WAN-IFRA) – contributing to knowledge exchange and innovation in journalism and media practices. Open Information Partnership – supporting transparency, access to reliable information, and resilience of the information environment. Zinc Network – engaging in collaborative initiatives addressing disinformation and emerging information threats. Alliance for Europe – contributing to cooperation on issues related to democratic values and information integrity. Anti-Disinformation Network – participating in joint efforts to identify and counter disinformation. UNESCO Media and Information Literacy Alliance – supporting global efforts to strengthen media literacy and critical thinking. Participation in these networks is non-commercial and supports ADS’s mission to promote accurate information, strengthen media literacy, and contribute to democratic resilience. Through these engagements, ADS contributes research, participates in knowledge exchange, and aligns its work with international and European standards.
